Creates new statute AS 09.65.175 allowing minors who received gender transition procedures before age 18 to sue the performing physician for resulting injuries or conditions.

Sets 20-year statute of limitations for claims beginning from when the cause of action accrues.

Removes the statute of limitations cap for gender transition procedure claims from general civil liability protections in AS 09.10.055(b).

Eliminates the noneconomic damages cap for actions brought under the new gender transition procedure liability statute in AS 09.55.549(f).

Effective immediately upon enactment.
