Extends the submission deadline for six-year capital improvement plans from July 1 to September 1 for school districts seeking state construction and maintenance grants under AS 14.11.011(b).

Limits bond debt reimbursement applications to one school construction project or up to two major maintenance projects, except municipalities may apply for all major maintenance projects ranked within the top 20 on the department's priority list.

Removes a temporary provision that previously allowed reimbursement for major maintenance indebtedness authorized between January 1, 2015 and July 1, 2025, replacing it with a permanent top-20 ranking exception.

Repeals Section 6 of Chapter 3, SLA 2015 (as amended by Chapter 6, SLA 2020) which contained the expiring temporary major maintenance reimbursement authorization.

Makes all amendments effective July 1, 2025, applying only to bond debt reimbursement applications for indebtedness authorized on or after that date.
