Updates the definition of "health care facility" across multiple statutes to reference AS 18.20.400(d) instead of AS 18.07.111, reflecting the repeal of the CON program provisions.

Freezes enforcement of existing certificates of need issued before July 1, 2024, prohibiting the Department of Family and Community Services from revoking, enforcing, or modifying any CON issued before the effective date.

Clarifies that facilities providing psychiatric treatment and residential psychiatric treatment services for children are exempt from certain nurse hour restrictions under AS 18.20.400.

Takes effect July 1, 2024.
