Amends coercion statute to add taking or withholding action against a legislator, including reducing staff, travel authorization, committee assignment, or favorable caucus position as a means of coercion.

Amends bribery statute to specifically prohibit conferring or offering a benefit to a public servant with intent to bind a legislator's vote on a measure.

Changes bribery statute language from "confers, offers to confer, or agrees to confer a benefit upon" to "confers, offers to confer, or agrees to confer a benefit on" a public servant.

Applies to offenses committed on or after the effective date of the Act.

Takes effect immediately upon enactment.
