Prohibits restaurants from providing prepared food in polystyrene foam disposable food service ware, effective January 1, 2025.

Requires state government to cease use and purchase of polystyrene foam disposable food service ware.

Mandates restaurants using disposable food service ware to use biodegradable or compostable alternatives, unless they demonstrate to the department that affordable alternatives are unavailable.

Exempts prepared food packaged outside the state, polystyrene foam coolers and ice chests intended for reuse, and areas under disaster emergency declarations from the polystyrene restriction.

Allows restaurants to apply for exemptions from the department if no affordable biodegradable or compostable product is available or compliance would cause undue hardship for a specific product type.
