Amends AS 44.42.020(a) to add public, tribal, and community transit programs to the Department of Transportation and Public Facilities' study of alternative transportation improvement means, including economic costs and environmental and social effects.

Expands the department's duty to develop a comprehensive, long-range, intermodal transportation plan to explicitly include public, tribal, and community transit programs.

Modifies the department's obligation to study transportation alternatives in urban areas to also include rural and remote areas.

Adds a new duty requiring the department to develop a statewide public and community transit plan in cooperation with transit operators, local governments, communities, and tribal entities.
