SSHB 36 Summary

• Extends political contribution and disclosure requirements to include expenditures in support of or opposition to initiative, referendum, and recall applications filed with the lieutenant governor.

• Increases contribution limits: individuals may contribute up to $2,000 per campaign period (from $500 per year) to nongroup entities, and groups may contribute up to $4,000 per campaign period (from $1,000 per year) to candidates.

• Removes contribution limits for individuals, groups, and nongroup entities that contribute to entities making only independent expenditures.

• Requires candidates who receive more than 25 percent of aggregate contributions from out-of-state sources to disclose this fact in all campaign communications.

• Establishes quarterly reporting requirements for referendum and recall committees, persons, groups, or nongroup entities receiving or spending more than $500 annually, with contributions and expenditure details due within 10 days after each calendar quarter ends.

• Provides for automatic adjustment of contribution limits every 10 years beginning in 2031 based on Consumer Price Index increases, rounded to the nearest $50 increment.

• Most provisions take effect January 1, 2024, except contribution limit changes and campaign period definition changes which take effect immediately.
