Increases sentencing requirements for murder of a child under 18 to minimum 20 years imprisonment when defendant is parent, guardian, or person in authority over the child.

Modifies indecent exposure and distribution of indecent material statutes to reference age 18 instead of 16 as threshold for determining offense severity.

Applies all amendments to offenses committed on or after the effective date and repeals certain prior provisions related to sexual abuse statutes.
