Minors undergoing evaluation or inpatient treatment at residential psychiatric treatment centers have the right to confidential video communication at least once weekly for at least one hour with their parent or legal guardian, unless prohibited by law or court order.

The Department of Health must conduct at least two unannounced inspections per year of each residential psychiatric treatment center, with staff interviews of at least 50 percent of patients conducted without center staff present.

Residential psychiatric treatment centers must notify the Department of Health in writing of each use of seclusion or restraint (including chemical, mechanical, or physical restraint) and notify the Department and the patient's parent or guardian no later than one business day after such use.

The act becomes effective July 1, 2024.
