HB 37 Summary

• Removes the requirement that voters register "before the election," allowing voters who register within 30 days before or on election day to vote absentee in-person, special needs, or questioned ballots without being on the official registration list.

• Establishes an online ballot tracking system allowing voters to confirm ballot transmission, track delivery status, monitor certificate review, check if their ballot was counted, and receive information on curing rejected ballots.

• Creates a ballot curing procedure enabling voters with signature mismatches, missing signatures, or identification deficiencies to correct their ballots through electronic mail, telephone, or mail notification within 14 days after election day.

• Requires registration officials at early voting stations, expands language assistance requirements under federal law, and mandates minimum compensation of $12.50 to $15.50 per hour for various election workers.

• Takes effect January 1, 2024, except for regulatory transition provisions which take effect immediately.
