Repeals Alaska's implementation of the federal REAL ID Act of 2005 and eliminates the option for applicants to obtain federally compliant identification cards and driver's licenses.

Removes the $20 additional fee for federally compliant identification cards and establishes a standard $15 fee for all identification cards.

Requires the Department of Administration to offer applicants the option of having photographs captured in a format that renders the image unsuitable for facial recognition, and mandates destruction of such photographs.

Prohibits the state from sharing personally identifying information, scanned documents, or bulk facial images with foreign countries or private entities with greater than 5 percent foreign ownership.

Takes effect only if at least 25 other states pass legislation repealing REAL ID Act implementation; previously issued federally compliant cards remain valid until expiration or cancellation.
