State and municipal agencies cannot knowingly enforce, attempt to enforce, or assist in enforcing federal orders, regulations, or laws related to firearms, firearm accessories, or ammunition against law-abiding citizens.

Law-abiding citizens may bring civil actions for injunctive relief in superior court if adversely affected by violations of the prohibition.

Violations are punishable by a $50,000 fine for each violation, and agencies face a $50,000 fine per employee if they knowingly employ former federal employees who commit violations.

Exceptions allow assistance to federal officers pursuing out-of-state suspects and cooperation with federal prosecutors on felony cases involving controlled substances or offenses against persons when a weapons offense is the primary charge.

Statute applies to violations occurring on or after the effective date of the Act.
