Prohibits state agencies and political subdivisions from restricting the use or sale of motor vehicles based on their energy source.

Preserves the ability to regulate motor vehicle emissions, including greenhouse gas emissions, despite the prohibition on energy source-based restrictions.

Defines "energy source" to include gasoline, diesel fuel, electricity, hydrogen, nuclear power, solar power, or any combination of these sources used to power motor vehicles.

Amends AS 28.90 by adding a new section (28.90.050) to establish these prohibitions in Alaska law.
