Establishes the "Alaska Grand Jury Handbook" (acquired October 25, 1982) as the official grand jury handbook.

Grants grand juries independent authority to decide what concerns public safety, what to investigate, and investigation methods without outside input.

Requires grand jury reports and recommendations be immediately made public without rewrite, censorship, or redaction following issuance.

Grants individuals and groups an unqualified right to appeal directly to a grand jury for investigations, including those related to individual court cases.

Amends Alaska Rules of Criminal Procedure Rules 6(e), (i), (n), (p), (s), and (u) regarding jury instructions, indictments, defendant access to records, presentments, evidence admissibility, and judicial delegation; repeals Rules 6(j) and 6.1; requires two-thirds majority vote in both houses to take effect.
