AK HB391

Authorizes the Alaska Board of Education and Early Development to authorize charter schools in school districts under board-adopted regulations, including application procedures and an academic policy committee of parents, teachers, and school employees.

Requires the board to contract with local school boards to operate board-authorized charter schools in compliance with AS 14.03.255 - 14.03.290.

Adds regulations regarding charter school authorization to the board's existing regulatory authority under AS 14.07.165.

Permits the board to adopt necessary regulations to implement the changes, effective under the Administrative Procedure Act but no earlier than the law's effective date.

Takes effect July 1, 2024, except provisions allowing the board to adopt regulations take effect immediately.
