Establishes board-authorized charter schools in school districts with local school board review process requiring written decision within 60 days of complete application submission.

Creates charter school termination appeal process allowing schools to appeal local board decisions to the state board, which must issue written decision within 90 days and may remand, reapprove with conditions, or uphold termination.

Establishes dedicated charter school coordinator position in the department to provide support including policy guidance, assistance with applications, and coordination with school districts and legal services.

Sets per-student transportation funding amounts for each Alaska school district for fiscal years beginning July 1, 2024, excluding correspondence program ADM from funding calculations.

Increases base student allocation from $5,960 to $6,640 and establishes $180 per kindergarten-third grade student for reading improvement support, plus additional $100 per student at schools receiving federal Title I funding.
