AK HB400

Requires the Department of Education and Early Development or school districts to annually develop individual learning plans for students in homeschool or correspondence study programs in collaboration with the student, parent or guardian, a certificated teacher, and other involved individuals.

Mandates that individual learning plans provide coursework appropriate to grade level and state/district standards, incorporate ongoing assessments including statewide public school assessments, include modification provisions for students below proficient on standardized core subject assessments, and require quarterly progress monitoring by the certificated teacher.

Authorizes the department or districts to provide annual student allotments to parents or guardians of homeschool or correspondence study students, with allotment funds restricted to implementing the student's individual learning plan.

Directs the Board of Education and Early Development to adopt regulations establishing standards for individual learning plans consistent with the Alaska Constitution and requires the department to monitor allotment usage.

Effective July 1, 2024, with Section 1 automatically repealing July 1, 2025.
