Prohibits practitioners of the healing arts from treating individuals under age 18 with therapies or regimens intended to change sexual orientation or gender identity, including efforts to alter behavior, gender expression, or same-gender attraction.

Prohibits practitioners of the healing arts from treating vulnerable adults with therapies or regimens intended to change sexual orientation or gender identity under the same parameters.

Exempts counseling that supports individuals undergoing gender transition, provides acceptance and support, facilitates identity exploration and development, or addresses unlawful conduct or unsafe sexual practices without seeking to change sexual orientation or gender identity.

Establishes grounds for disciplinary action against licensed professionals who violate the prohibitions on conversion therapy treatment for minors or vulnerable adults.

Requires mandatory reporting of suspected harm from violations by persons required to report under existing child and vulnerable adult abuse reporting laws, effective upon enactment.
