Establishes a cultural education program within the Department of Education with a minimum of three staff members to support school districts in developing culturally based curriculum and standards appropriate to their regions.

Requires the department to assist school districts with curriculum modification, school calendar development accommodating local cultural traditions, and professional development materials for cross-cultural environments.

Directs the Board of Education and Early Development to establish standards for culturally responsive curriculum, assessments, and professional development for school district employees.

Provides $1,000 per student to school districts for each kindergarten through third-grade student identified with reading deficiency to support reading improvement plans, including teacher and paraprofessional professional development.

Takes effect July 1, 2023, except for the repeal of a previous reading improvement funding provision, which takes effect on the effective date of section 47, chapter 40, SLA 2022.
