HB 5 Summary

• Establishes the Municipality of Anchorage as the permanent location for regular legislative sessions, replacing the previous "capital city" designation and effectively relocating sessions from Juneau to Anchorage.

• Modifies campaign finance restrictions to prohibit legislators and legislative employees from soliciting contributions in Anchorage during legislative sessions, except within 90 days before elections in their home districts.

• Updates lobbying regulations to reference "location of the session" instead of "state capital" for lobbyist registration and directory publication requirements.

• Amends various legislative provisions including student guest programs, legislative ethics rules, and office use policies to reference Anchorage as the session location.

• Repeals certain sections of state law related to capital city functions and takes effect January 1, 2025.
