Permits use of refrigerants designated as acceptable under 42 U.S.C. 7671k in Alaska if equipment is listed and installed according to federal safety standards and use conditions, notwithstanding state building code provisions.

Prohibits use of firefighting substances containing perfluoroalkyl or polyfluoroalkyl substances (PFAS) in Alaska unless permitted under specific exceptions or required by federal law.

Allows use of PFAS-containing firefighting substances to respond to fires originating from oil and gas production, transmission, transportation, or refining until the state fire marshal adopts alternative substance regulations.

Requires the state fire marshal to adopt regulations requiring alternative firefighting substances if a safer, effective option listed by the federal Occupational Safety and Health Administration's Nationally Recognized Testing Laboratory Program is identified.

Establishes state disposal acceptance for up to 40 gallons per year of PFAS-containing firefighting substances from persons in remote communities (population under 2,000 off the road system) or those receiving such substances from partially state-funded fire safety projects; effective January 1, 2024.
