Allows the Department of State to mail state identification cards to Department of Corrections addresses for applicants serving active sentences exceeding 120 days upon request.

Allows the Department of Motor Vehicles to mail renewed driver's licenses to Department of Corrections addresses for licensees serving active sentences exceeding 120 days upon request.

Modifies the commissioner of corrections' duty regarding state identification cards, requiring a good faith effort to ensure prisoners have valid state identification cards upon release and mandating the department pay the application fee if the prisoner lacks one before release.

Takes effect January 1, 2024.
