Makes supplemental operating appropriations totaling $242,104,900 to state agencies for fiscal year 2023, including $91,262,200 in unrestricted general funds and $133,589,100 in federal receipts including $127,000,000 in non-specific COVID federal funds.

Appropriates $138,396,978 for capital projects and grants, including $35,604,490 from Exxon Valdez Oil Spill Settlement funds for Department of Fish and Game projects and $64,000,000 for University of Alaska capital projects.

Reappropriates $17,394,880 to Department of Administration for retirement systems information technology modernization project and $4,936,900 to Department of Family and Community Services for Alaska pioneer homes deferred maintenance.

Extends reinsurance program funding from $55,000,000 through June 30, 2028 and extends federal Individuals with Disabilities Education Act funding through June 30, 2025 for Department of Education and Early Development.

Appropriates $9,500,000 to Department of Corrections for Lemon Creek Correctional Center stabilization and repairs, and includes fund capitalizations totaling $3,021,400 for clean air protection and worker's compensation benefits guaranty funds.
