Expands the definition of "administrative staff" to include staff from any agency, institution, or organization that provides health care, not limited to hospitals or clinics.

Adds emergency medical services organizations and government agencies certified or licensed to provide emergency medical services to the definition of "health care provider."

Permits emergency medical services organizations and government agencies to establish review organizations to evaluate quality of care, reduce morbidity and mortality, develop healthcare guidelines, and address disputes between providers, patients, and insurers.

Excludes hospitals subject to federal price transparency requirements under 45 C.F.R. 180 or equivalent federal requirements from state health care facility regulations.
