HB 58 Summary

• Creates new "adult home care services" under Medicaid for individuals aged 18+ enrolled in home and community-based waiver services, with daily rates set by department regulation.

• Establishes adult care home licenses under AS 47.32.033 allowing a person to operate a home providing 24-hour care for up to two individuals (up to three in unusual circumstances with historical or familial connections).

• Permits individuals receiving adult home care services to also receive habilitative and rehabilitative care in addition to those services, notwithstanding standard Medicaid coverage limitations.

• Requires the department to adopt regulations setting daily rates, establishing care standards, creating transition procedures from foster care to adult care homes, and establishing a streamlined process for foster parents to convert foster home licenses to adult care home licenses.

• Makes the adult home care services provision conditional on federal approval by July 1, 2027, with the department required to submit necessary amendments to the state Medicaid plan or section 1915(c) and 1115 waivers to the U.S. Department of Health and Human Services.
