Creates mandatory opioid abuse awareness and prevention curriculum for grades 6-12 requiring at least 60 minutes of annual instruction covering dangers of opioids, fentanyl-laced drugs disguised as candy, science of opioid use, safe prescription medication practices, and early warning signs of addiction.

Requires school districts to teach the curriculum during or as close as practicable to the last week in October each year.

Directs the Department of Education and Early Development to consult with the Department of Health, state and tribal entities with overdose prevention experience, and family members of overdose victims when developing the curriculum.

Mandates the Department of Education and Early Development to develop the curriculum by June 30, 2023, with teaching requirements effective September 1, 2023.

Allows the Department of Education and Early Development to adopt implementing regulations under Alaska's Administrative Procedure Act.
