• Transfers licensing authority for runaway shelters from the Department of Health to the Department of Family and Community Services, which will now maintain the register and award grants for these programs.

• Allows minors 16 years of age or older to consent to behavioral health and mental health services without parental consent, and authorizes school personnel to recommend such professionals to minors of this age.

• Permits the Department of Health and Department of Family and Community Services to share identifiable health information between departments as necessary for administration and operations, with safeguards for security and confidentiality.

• Adds the Commissioner of Family and Community Services as an advisor to the Alaska Mental Health Trust Authority board of trustees.

• Takes effect immediately upon enactment.
