Prohibits the governor, state agencies, and municipalities from issuing orders during a declared disaster emergency that forbid possession, use, or transfer of firearms, firearm parts, firearm accessories, ammunition, or other weapons for personal use.

Prohibits seizure or confiscation of firearms, firearm parts, firearm accessories, ammunition, or other weapons during a disaster emergency, and restricts quantity limitations on sales or services of these items.

Prevents closing or limiting operating hours of firearms businesses or shooting ranges during a disaster emergency unless the same restrictions apply equally to all forms of commerce in the jurisdiction.

Protects concealed handgun permits from suspension or revocation during a disaster emergency except as provided in existing law, and requires acceptance of concealed handgun applications that contain required information.

Allows qualified individuals or membership organizations dedicated to firearm rights protection to bring civil actions in superior court against violations of these restrictions.
