Repeals the Workers' Compensation Appeals Commission and transfers judicial review of workers' compensation board decisions to superior court, effective June 1, 2024.

Creates new AS 23.30.126 establishing procedures for superior court review of board decisions, including standards for stays and findings of fact supported by substantial evidence are conclusive.

Permits the director of workers' compensation to intervene in or file appeals/petitions for review in superior court under specified circumstances, including unsettled questions of law.

Establishes transitional provisions allowing pending commission cases to continue through December 1, 2024, after which remaining cases transfer to superior court jurisdiction.

Requires two-thirds majority vote in both houses to take effect, with provision that former Workers' Compensation Appeals Commission decisions retain legal precedent status unless reversed or modified by court.
