CSHB 68(JUD) Summary

• Establishes new crimes of sex trafficking in first, second, and third degrees, and patron of victim of sex trafficking with specific penalties ranging from class B felony to class C felony

• Creates comprehensive licensing restrictions for athletic trainers, guardians, conservators, counselors, massage therapists, therapists, physicians, nurses, pharmacists, psychologists, and social workers—prohibiting those convicted of sex or human trafficking crimes from obtaining or renewing licenses

• Reorganizes and enhances prostitution offenses into four degrees (first degree as class B felony for managing prostitution enterprises through fourth degree as class B misdemeanor) and establishes process for vacating prostitution convictions for victims of sex trafficking

• Requires schools to implement sex trafficking and human trafficking awareness and prevention training for students and employees; prohibits private school teachers from working if convicted of sex trafficking crimes

• Implements enhanced penalties for sex and human trafficking convictions in sentencing guidelines and expands victim protections including confidentiality privileges and expansion of sex offense definitions for registration requirements
