HB 69 Summary

• Allows first class cities with populations less than 400 (based on the most recent decennial census) to be reclassified as second class cities upon written request to the Local Boundary Commission.

• Requires the Local Boundary Commission to verify the population within 30 days and notify the city council of eligibility for reclassification.

• City council has 30 days after notification to reject the reclassification; if rejected, the council cannot petition for reclassification for one year.

• If the council does not reject the reclassification, it becomes effective on the next July 1 that occurs at least 60 days after the eligibility notification date.

• Act takes effect immediately.
