CS for House Bill No. 85(MLV) - Summary

• Establishes a unified temporary license under AS 08.01.062 for regulated professions, valid for up to 180 days with one discretionary 180-day extension, replacing various profession-specific temporary permits.

• Allows temporary licenses for applicants licensed in other U.S. states/territories with substantially equivalent requirements or greater scope of practice, or military members meeting qualifications through military education and service.

• Applicants must not be subject to disciplinary action, must not have committed disqualifying acts in another jurisdiction within the past 10 years, and must pay applicable fees; criminal history checks apply when required.

• Expands military courtesy licenses to include spouses and members of the National Oceanic and Atmospheric Administration Commissioned Corps and U.S. Public Health Service Commissioned Corps, with clarified relocation requirements.

• Repeals numerous profession-specific temporary permit statutes and related administrative rules, consolidating licensing procedures under the new unified temporary license framework effective July 1, 2024.
