Increases University of Alaska Board of Regents from 11 to 12 members.

Requires at least one regent to be a current full-time, tenured faculty member employed at University of Alaska Anchorage, Fairbanks, or Southeast, with a two-year term beginning June 1.

Faculty regent forfeits office if no longer a full-time tenured faculty member, with governor appointing a successor from a university-compiled list within 60 days subject to legislative confirmation.

Increases quorum requirement for Board of Regents meetings from six to seven regents.

Requires University of Alaska to submit list of interested faculty members to governor by February 1, 2024.
