Establishes a state lumber grading training program to train mill operators, offered at least once annually, with the division prescribing program content, instructor qualifications, and completion requirements.

Issues lumber grading certificates valid for five years to individuals completing the training program or those with current American Lumber Standard Committee accreditation or a bachelor's/postgraduate degree in forest products or wood science.

Allows certificate holders to grade load-bearing dimensional lumber they mill for use in one-, two-, and three-family dwellings if the lumber meets applicable building code requirements.

Restricts use of graded lumber to direct sales by the certificate holder to building contractors, dwelling owners, or owner representatives, with local building inspectors retaining authority to authorize, reject, or impose additional construction requirements.

Certificates can be revoked for good cause with notice and hearing opportunity; certificate holders may appeal revocation to the state forester within 10 days.
