• Prohibits ships operated or owned by foreign-owned entities from specified countries (Syria, Iran, North Korea, Cuba, Russia, China, and U.S. designated state sponsors of terrorism) from docking at Alaska ports, and prohibits cargo grown or produced in those countries from entering state ports.

• Bans state agencies from contracting with or procuring supplies, services, or professional services from foreign-owned entities from the listed countries.

• Prohibits state and municipal agencies from using assets to download, access, or visit TikTok, and requires agencies to implement controls preventing TikTok use on agency-controlled networks.

• Prevents governmental agencies from exporting or importing fish, alcoholic beverages, petroleum, and natural gas to or from the specified countries.

• Requires the commissioner of revenue to divest state funds from publicly traded securities and debt instruments of foreign-owned entities from the listed countries within 180 days of identification, with immunity protections for officials acting in good faith; this divestment provision expires January 1, 2025.
