Cites Alaska's natural gas shortage as creating energy security and economic stability concerns that could be addressed by acquiring jack-up drilling rigs for Cook Inlet sedimentary basin extraction.

Identifies the Jones Act requirement that goods transported between U.S. ports be carried on U.S.-built, owned, and registered ships crewed by U.S. citizens as a barrier to obtaining drilling rigs.

States that a Jones Act waiver would facilitate importing essential drilling rigs from other U.S. states, territories, and foreign countries to help mitigate the state's energy crisis.

Directs copies of the resolution be sent to President Biden, Secretary of Transportation Pete Buttigieg, U.S. Senators Lisa Murkowski and Dan Sullivan, and U.S. Representative Mary Peltola.
