Adds Section 19 to Article VIII of the Alaska Constitution to establish a constitutional right to subsistence use of replenishable natural resources by state residents.

Legislature may provide preference to state residents in taking replenishable natural resources for subsistence use based on customary and traditional use, direct dependence, availability of alternative resources, place of residence, or proximity to the resource.

When the harvestable surplus of a replenishable resource is insufficient for all beneficial uses, other beneficial uses must be limited to protect subsistence uses of the resource.

Amendment must be approved by voters at the next general election in accordance with Article XIII, Section 1 of the Alaska Constitution and state election laws.

Amendment takes effect immediately upon certification of election returns by the lieutenant governor if adopted by voters.
