Amends Alaska Constitution Article II, Section 15 to require the governor to veto appropriation bills in the amount necessary to comply with a minimum veto amount established by law.

The minimum veto amount excludes appropriations required by the federal government for state participation in federal programs and appropriations to accounts or funds existing on the date of ratification of Section 7 of Article IX.

Repeals Article IX, Section 16 of the Alaska Constitution, which previously contained an appropriation limit provision.

Adds Article XV, Section 30 to specify that the 2024 amendment applies to appropriation bills or items made for the fiscal year ending June 30, 2026, and thereafter.

Places the proposed amendments before voters at the next general election in accordance with Alaska constitutional procedures.
