Amends Article II, Section 5 of the Alaska Constitution to replace "secretary of state" with "lieutenant governor" in the list of offices legislators may seek or hold without restriction.

Amends Article III, Section 25 of the Alaska Constitution to replace "secretary of state" with "lieutenant governor" in provisions governing department heads and their confirmation requirements.

Removes the secretary of state position from constitutional exceptions allowing legislators to hold other offices created or with increased salaries during their service.

Places the proposed constitutional amendments before Alaska voters at the next general election in accordance with Article XIII, Section 1 of the Alaska Constitution.
