Proposes a constitutional amendment to Article IV, Section 8 of the Alaska Constitution regarding judicial council membership.

Requires the three attorney members of the judicial council to be appointed by the state bar's governing body and be subject to confirmation by a majority of the legislature in joint session.

Maintains the appointment of three non-attorney members by the governor for six-year terms, also subject to legislative confirmation by majority vote in joint session.

Keeps the chief justice of the supreme court as the seventh member and chairman, serving ex-officio, with judicial council action requiring concurrence of four or more members.

Directs the amendment to be placed on the ballot at the next general election in accordance with Alaska's constitutional amendment procedures.
