Absentee ballots received after election day without a postmark must have a United States Postal Service tracking barcode to verify mailing on or before election day to be counted.

Director must establish an online multi-factor authentication ballot tracking system allowing voters to confirm ballot transmission, track delivery, confirm receipt, check certificate review status, and determine if ballot was counted.
