Amends AS 42.05.381(e) to include refuse utilities under the Regulatory Commission of Alaska's simplified rate filing procedure regulations, alongside electric cooperatives and local exchange telephone utilities.

Requires the commission to adopt regulations specific to refuse utilities that ensure sufficient public notice and provide ratepayers with meaningful opportunity to comment on rate filings.

Defines "refuse utility" as a utility providing collection and disposal service of garbage, refuse, trash, or other waste material to the public for compensation.

Allows the commission to review implementation of the simplified rate filing procedure at reasonable intervals and revoke permission or require rate modifications to correct errors.

Takes effect immediately upon enactment under AS 01.10.070(c).
