Increases the maximum percentage of Alaska Court System filing fees that can be appropriated annually to the civil legal services fund from 10 percent to 25 percent of the previous fiscal year's collections.

Maintains existing authority for the legislature to appropriate funds from amounts deposited under AS 09.17.020(j) to the civil legal services fund.

Preserves the fund's purpose of supporting organizations providing civil legal services to low-income individuals, defined as those earning at or below 125 percent of federal poverty guidelines for Alaska.

Clarifies that the civil legal services fund remains a special account in the general fund and does not create a dedicated fund.
