Amends AS 47.07.045 to allow legally responsible persons to provide personal care services to Medicaid recipients under the 1915(k) state plan option, unless prohibited by federal law.

Requires the Department of Health to amend and submit the state medical assistance plan to the U.S. Department of Health and Human Services for federal approval consistent with the new allowance.

Makes the personal care services provision contingent upon federal approval of the amended state plan.

Commissioner of health must notify the revisor of statutes in writing within 30 days after receiving federal approval notice.

Section 1 takes effect on the 31st day after the commissioner receives federal approval notice; remaining sections take effect immediately.
