Restores tenure rights for teachers retired due to disability whose disability has been removed or compensated for through rehabilitation, with certification by the commissioner of administration.

Allows teachers and public employees first hired after June 30, 2006, who are currently in defined contribution plans to make a one-time election within 90 days to transfer to defined benefit retirement plans, retroactive to their hire date.

Requires all employers participating in defined contribution retirement plans to also participate in corresponding defined benefit retirement plans.

Requires newly disabled members (hired after June 30, 2006) to apply for vocational rehabilitation programs within 30 days of receiving disability benefits, with benefits terminating if they fail to apply, enroll, interview, or accept job offers.

Establishes new health insurance premium cost-sharing structures for post-June 30, 2006 hires, with percentages based on years of service and Medicare eligibility, adjustable every five years starting July 1, 2028.
