Requires digital product manufacturers to make documentation, parts, and tools available to independent service providers and product owners for diagnosis, maintenance, and repair of digital products.

Manufacturers must provide documentation at no charge (except reasonable costs for physical copies), parts on the same favorable terms offered to authorized service providers, and tools without charge (except reasonable costs for physical delivery) or restrictions on authorization and internet access.

Manufacturers may use secure release systems for security-related features and are not required to provide parts that are no longer available or disclose trade secrets beyond what is necessary for repairs.

Exempts motor vehicles and their parts from the requirement, and voids any agreements that waive or limit manufacturer obligations; protects manufacturers from civil liability for damage caused by independent service providers or owners during repairs.

Adds violation of these repair provisions to the list of unlawful acts under Alaska's Unfair Trade Practices and Consumer Protection Act, effective January 1, 2024.
