Changes disbursement authority for the regional educational attendance area and small municipal school district fund from grant funding only to general disbursements authority.

Expands fund eligibility to include construction and major maintenance projects at Mt. Edgecumbe High School.

Authorizes fund disbursements for major maintenance projects on teacher housing owned by the state, regional educational attendance areas, or small municipal school districts and located in those districts.

Removes the $70,000,000 cap on unobligated and unexpended cash balance in the fund.

Maintains school construction projects as the primary function of the fund while broadening its use to include teacher housing maintenance.
