Expands physician assistant scope of practice to include 12 specific medical services, including diagnosing and treating diseases, prescribing controlled substances (Schedule II-V), ordering medical devices, and delegating therapeutic measures.

Requires physician assistants with fewer than 6,000 hours of practice experience to practice under a written collaborative agreement with a supervising physician in clinical settings.

Allows physician assistants to practice independently without a collaborative agreement after completing 4,000 hours of experience or additional hours as required by the board, with written attestation of competency.

Provides physician assistants a right to hearing and appeal if a collaborating physician denies competency determination, with board or court able to reverse findings if determined to be arbitrary and capricious.

Modifies health insurance regulations to prohibit policies from imposing practice, education, or collaboration requirements on physician assistants that are inconsistent with or more restrictive than AS 08.64.107 or State Medical Board regulations.
