Adds associate counselors to Alaska's professional counselor licensing requirements and regulatory framework under the Board of Professional Counselors.

Removes the requirement for professional counselor applicants to submit two letters of recommendation from existing professional counselors.

Allows applicants to complete an associate counselor program as an alternative to the 3,000 hours of supervised experience previously required for professional counselor licensure.

Modifies supervision requirements to allow direct supervision under board regulations rather than limiting to face-to-face supervision, and removes restrictions on telephonic or electronic supervision for remote locations.

Repeals AS 08.29.210 and takes effect July 1, 2025, with the Board of Professional Counselors authorized to adopt necessary implementing regulations.
