Repeals existing restrictions on the sale of fireworks in Alaska and replaces them with a regulatory framework to be established by the Department of Public Safety.

Directs the Department of Public Safety to adopt regulations establishing minimum standards for fireworks including sale, storage, distribution, and use to protect life and property from fire and explosion.

Authorizes the Department of Public Safety to charge reasonable fees for fireworks permits and inspections, and to inspect buildings where fireworks are stored during reasonable business hours.

Establishes that violating fireworks regulations adopted under this section is a class B misdemeanor, with each day of noncompliance constituting a separate offense.

Allows cities and boroughs to prohibit or regulate fireworks more restrictively than state regulations, but state regulations supersede less restrictive local ordinances.
